
Imo State’s First Democratically Elected Governor Who Died in 2004. Late Chief Dr. Samuel “Sam” Onunaka Mbakwe, fondly known as Dee Sam, was a distinguished lawyer and politician who left an indelible mark on the history of Imo State and beyond. On October 1, 1979.
Dr Sam became the first democratically elected governor of Imo State under the Nigerian People’s Party (NPP). Dee Sam’s administration was marked by visionary leadership, earning him admiration and respect, even from his political opponents.
Key Achievements 1. Educational Advancement: • Established the Old Imo State University at Uturu Okigwe, later ceded to Abia State.
2. Infrastructure Development:
• Spearheaded statewide rural electrification and water projects, initiating about 169 regional water projects.
Prioritized road construction and developed the Owerri Capital City Master Plan.
• Built the most sophisticated urban drainage system in Nigeria.
3. Owerri Airport: • Initiated the construction of the Owerri Airport (the first state airport in Africa), built through local community efforts and financial contributions from Ndi Igbo. • The airport was later renamed Sam Mbakwe International Airport in his honor. 4. Industrial Growth: • Established over 100 industrial and commercial enterprises across Imo, Abia, and parts of Ebonyi States.
• Built Nigeria’s first independent power plant. 5. Urban and Housing Development: • Developed housing estates and crafted master plans for urban and semi-urban areas.
• Political Journey Re-elected for a second term in 1983, but his tenure was interrupted by General Muhammadu Buhari’s military coup. Later elected Senator representing the Okigwe Senatorial Zone during General Sani Abacha’s regime.
• Honors and Legacy Dr. Sam Mbakwe received numerous chieftaincy titles and accolades during his lifetime for his remarkable achievements. Dr Sam remains one of the greatest governors in Imo State’s history. His dedication, foresight, and love for his people continue to inspire generations. Dr. Sam Mbakwe passed away on January 6, 2004, in Avutu, Obowo LGA, Imo State. May his soul rest in eternal power.
