The Labour Party Presidential candidate, Mr Peter Obi, congratulates Cardinal Peter Ebere Okpaleke upon the swearing in of the Bishop of Ekwulobia, Peter Okpaleke, as a cardinal by Pope Francis in Rome.
He tweeted:
